What is S.TEL.LA

The Lazio Region Telematic Purchasing System (S.TEL.LA) is the e-procurement platform managed by the Lazio Region, designed to guarantee, through the centralization of purchases, the optimization of processes, the standardization of demand, the development of innovative tender strategies and the rationalization of spending on goods and services of the Public Administrations.

The S.TEL.LA. platform, operational since October 2019, aims to become a reference "hub" for the procurement of goods and services for all regional bodies, primarily the Regional Health Service Bodies.

STAR. it is currently able to manage:

  • all types of tenders (open procedures, negotiated procedures, specific contracts on Dynamic Procurement Systems, Requests for Offers on the electronic market, etc.);
  • all award methods (lowest price, quality/price with any method of attributing the technical and economic score); 
  • monitoring the progress of tender procedures;
  • possibility of procedural reversal;
  • public sessions in virtual mode;
  • management of the Single European Procurement Document (ESPD);
  • requests for access to documents;
  • use in full autonomy by the user Public Administrations.

The System has also been enriched with the release of new functional modules such as:

  • Electronic Market (M.E.) of the Lazio Region for the macro-product classes of Supplies, Services and Medical Devices as the centralized Supplier Register of the Lazio Region;
  • The Public Works Register of the Lazio Region for the list of members of certain SOA categories;
  • Electronic Shop for the creation of Supply Orders linked to the stipulated Agreements;
  • Planning of purchases and survey of needs to plan and survey the spending needs of the Administrations consulted;
  • Certification of Economic Operators for the administrative control of E.O. participants in public tender initiatives;
  • Updating of offer models to respond to the need to obtain fundamental information depending on the types of procedures carried out.
