The Regional Directorate for Digital Transformation and Procurement is the structure of the Lazio Region tasked with promoting an integrated system of governance for regional spending on goods and services and making operational and management tools available to improve the efficiency, effectiveness, and cost-effectiveness of the “Regional System” purchasing procedures.

To this end, the Directorate performs the functions of:

  • Central Purchasing Body for public administrations and entities in the regional territory;
  • Contracting Authority for the structures of the Regional Council and the entities of the Regional Health Service, also through the coordination of the planning of purchasing initiatives;
  • Aggregating Entity for the categories of purchase identified by the DPCM referred to in art. 9, paragraph 3, of Legislative Decree no. 66/2014, being registered in the list of Aggregating Entities established by ANAC.

The objectives of the Regional Directorate are:

  • Requalify regional spending on goods and services* through the standardization of technical specifications, containment of unit purchase prices, and verification of consumption appropriateness;
  • Ensure the efficiency, correctness, and transparency of purchasing processes by increasing the quality of goods and services purchased;
  • Promote the use of telematic negotiation tools compliant with sector regulations, through the development of the regional e-procurement platform (S.TEL.LA) that will manage the entire procurement lifecycle, from procedure planning to contract management;
  • Promote the competitiveness of the regional production system in compliance with the principles of supply market competition.
  • Collect the needs coming from PP.AA. and entities in the regional territory.

* Activities related to the field of Public Works are instead managed by the Regional Directorate for Public Works and Infrastructure, Technological Innovation.
